In Michigan, school districts do not receive state funds earmarked for capital improvements to buildings. Instead, districts rely on bonds, grants, and sinking funds for facility projects. Tuesday, November 4, Voters in the AAPS district will determine a Sinking Fund Renewal to support school infrastructure. But there are big concerns that disenchanted voters may vote it down.
